Who we are
David Eisenbaum is the Founder and Principal of Iron Tree Emergency Management Consulting. He brings nearly two decades of experience strengthening preparedness, incident response, and organizational resilience across U.S. government agencies, healthcare systems, private-sector organizations, and nonprofit institutions—including top-tier healthcare systems, technology companies, and financial services institutions. His work is grounded in the science of preparedness and focused on how people and organizations actually perform under real-world conditions.
David has led and supported response, recovery, and preparedness efforts across dozens of disasters and public health emergencies throughout the United States and in more than 20 countries worldwide. His background includes federal disaster medical response, executive-level preparedness and training, emergency and crisis management consulting, and humanitarian response leadership.
His project experience includes organizational strategy, planning, training, exercising, and operations with the U.S. Department of Health and Human Services Administration for Strategic Preparedness and Response, Massachusetts General Hospital, Deloitte, The Boston Athletic Association, the National Emerging Special Pathogens Training and Education Center, Health Tech Without Borders, Partners In Health, The American Red Cross, and numerous other public, private, nonprofit, and mission-driven organizations.
In addition to his consulting work, David serves as Vice President of the Vermont Emergency Management Association; as a federal reservist with MA-1 Disaster Medical Assistance Team (DMAT); formerly as Deputy Commander for Massachusetts General Hospital’s Disaster Medical Team; as a Medical Division Supervisor with the Boston Marathon; and as an EMT, firefighter, and ski patroller.

Our Philosophy
Preparedness is not measured by the existence of plans, but by how organizations function when pressure exposes uncertainty. True resilience is revealed in moments of ambiguity—when decisions must be made with incomplete information and coordination must extend beyond familiar boundaries.
We believe effective emergency management requires disciplined structure combined with adaptive judgment. It demands attention to human behavior, organizational culture, and the interconnected systems in which institutions operate. Lasting capability is built when these elements are aligned deliberately, tested realistically, and strengthened over time.
Our work reflects the view that resilience is not a static achievement but a continuously refined practice. Organizations must regularly examine their readiness, identify where performance can improve, implement practical changes, and reassess over time. This ongoing cycle of evaluation and adjustment strengthens institutions in a world where risk, complexity, and operating conditions are constantly evolving.
